Sponsor cannot create accounts before the current date

Hello,

When creating a guest account the Sponsor portal does not allow to choose a starting date before the current day.

For international companies a Sponsor may need to create accounts in Countries that are in the yesterday date.

For example, the Sponsor's current day and time are August 1st, at 10am GMT and she needs to create a guest account for someone in Fiji, which is GMT+12.

This means the Sponsor should be able to choose July 31st at 10pm as a starting date, but ISE does not allow that, not even if setting the "Location" option to a timezone of GMT+12.

Is this an expected behavior?

To me this is a bug, would advise to open a tac case and defect for it.

Would you be able to open a bug without a TAC case?

The customer is testing this for now, not sure they will be able to open a case.

Not sure but worth looking in below defects..

CSCvb99950 GMT times calculation is in reverse. GMT-8 is actually GMT+8 while GMT+5 is actually GMT-5

I already tried with time zones GMT+12 and even GMT-12 just in case, but it does not look like that bug.
