According to ISE 3.2 Admin Guide:
I cannot find this condition. Can anyone help my to find this condition?

I have to admit, I agree with @rezaalikhani - I can't find it either. Not even in the ISE RADIUS System Dictionary
@marce1000 if you read that link you sent, you'll realise that there are two gross mistakes in the Cisco documentation - nothing there makes any sense

I've filed a doc bug to remove the mention of this condition.
In an older ISE release, such as ISE 2.2, it has this built-in condition:
CERTIFICATE:Days to Expiry Less Than 15
