Upgrade ACS 5.6.0.22.2. Can´t add an aplication to dashboard

Hello,

i´ve upgraded ACS to Version 5.6.0.22.2. Now i´cant add an application like LIVE AUTHENTICATION to the dashboard. I always get an error message. 

"Layout Configuration is temporarily unavailable"

The same happens  after installing a complete new ACS in VMWARE. Tried with FIREFOX, IE and GOOGLE CROME

Description

Symptom:
When adding a new application on the view dashboard we get the error "Layout configuration is temporarily unavailable". Screenshot is attached.

Issue exists with 5.5p7 and 5.6p2

Conditions:
Patch7 on ACS5.5 and ACS 5.6 (base + Patch 1 and Patch 2)

Workaround:
Rollback to ACS5.5p6 for ACS 5.5
No workaround for ACS 5.6 as of now.
