Yes you can migrate from ACS 4.x to 5.6

ACS 5.6 supports migration from the following ACS 4.x versions:

ACS 4.1.1.24

ACS 4.1.4

ACS 4.2.0.124

ACS 4.2.1

http://www.cisco.com/c/en/us/td/docs/net_mgmt/cisco_secure_access_control_system/5-6/migration/guide/migration_guide.html

I have issue win migration ,

Some attributes didnt migrated like users/goups whit pasword less than 8 characters .

Rules that link user with DACL and so  on .

Any solution ?

If your topology is not complex then I would recommend that you build a fresh 5.6 ACS and manually migrate policies and configurations. You can then manually import NADs, MACs, etc.

That way you won't rely on the migration tool, the configuration will be cleaner and you will get a chance to learn the new GUI :)
