uploaded upgrade bundle on ISE to local disk management

Hey 

i have ISE deployment with 16 nodes includes PPAN and SPAN PMnt and SMnt with 12 PSNs, I created repository on local disk on PPAN and Uploaded the upgrade bundle on it from GUI and it actually appeared. When i upload to other nodes it show that upload is finished but the upgrade bundle is not there. 

what is the issue ?

What is your upgrade strategy?  Why use in-line and not back up/restore?  Or the GUI driven split upgrade?  From what version to what version?  What size appliances?  Or are these VMs?
