VM License Error - ACS to ISE 2.4

We are using the migration tool to upgrade TACACS+ from ACS to ISE 2.4.  The migration went well, but we are getting the following VMWare license over usage error:

"Fewer VM licenses installed than VM resources /VM nodes deployed". 

Any assistance how this happens and how to remediate would be great.   Thanks

This is not an error.  ISE 2.4 introduced VMWare licensing that requires a license to be installed if ISE runs on VMWare.

I have not procured such a license because I am also still running on the 90 day eval.
