is there anyway to assign a specific ip address to a vpn client each time when using extended authentication?

If you use a VPN3000 then yes. If you use a PIX or IOS router, then no, all addresses are allocated out of a local pool, they can't be allocated via an external Radius/TACACS server.

That is true. But it is possible to assign a single address to a specific user. You can assign a single IP to a pool and then assign that pool to a single user. It's not pretty but it works.
