We could get you a better answer if you specified what platform you wanted to run it on and whether you have any feature set requirements.

But for example using the Software Advisor on CCO and looking for 3600 routers running IP Plus feature set I find that TACACS+ is supported in 11.3(11b)T5 and in 1.3(11f).

I did some research and I answered my own question.
