What I've done in some deployments with the same requirements is create a local user account (Administrator, or whatever username you are using) in the ISE Internal database with the local administrator password. If your machine is set to automatically use windows logon name and password, it should work.
Just make sure that your authentication policies support the ISE Internal user database. You can accomplish this with the 802.1x authentication policy by creating an Identity Source Sequence using AD and Internal Users databases.
