ASR 1002-X DHCP Not Assigning Addresses Can't Find Relay

I have an ASR 1002-X router that has a local DHCP pool. However, while it should have available IP addresses in the pool, it has stopped assigning addresses to new devices. A "debug ip dhcp server packet" shows that it tries to find a relay address but can't (because one isn't configured, obviously, the pool is local). However, the router will respond to DHCP requests from any devices that are still in the ARP table with their last known IP address. I even tried an ipconfig/renew on my PC and it said it couldn't contact the DHCP server. This is preventing the ability to add new devices into the network. This router had been online for over 12 weeks (power outage) without this issue before and no known configuration changes; I attempted a reboot, and the issue persists. The address index is on an address that is currently in the ARP table.

 - Check current software version being used on the asr , use an advisory release,  if applicable. Check if that can help :

also, try to stop and start the dhcp service:

 

ASR1002#conf t

ASR1002(config)#no service dhcp

ASR1002(config)#service dhcp
