Cisco 9800 Wireless Controllers cldcApMacAddress appears to be set to Ethernet MAC instead of Radio MAC

We have an application that tracks stations using SNMP and associates a location based on which AP the station is associated with. We are having an issue with a Cisco 9800 wireless controller because the cldcClientTable ( .1.3.6.1.4.1.9.9.599.1.3.1) seems to be setting the cldcApMacAddress ( .1.3.6.1.4.1.9.9.599.1.3.1.1.8) to the Ethernet MAC instead of the Radio MAC. This makes it impossible to associate the station to an AP MAC ( cLApSysMacAddress .1.3.6.1.4.1.9.9.513.1.1.1.1.1) from the cLApTable (1.3.6.1.4.1.9.9.513.1.1.1).

I have also noticed that in cLApTable (1.3.6.1.4.1.9.9.513.1.1.1) cLApSysMacAddress (1.3.6.1.4.1.9.9.513.1.1.1.1.1) and cLApIfMacAddress (1.3.6.1.4.1.9.9.513.1.1.1.1.2) are both being set to what appears to be the Radio MAC, which doesn't sound right since cLApIfMacAddress is supposed to be the Ethernet MAC.

Could this be caused by a configuration I'm not aware of on the 9800? Could there be a bug in the SNMP agent implementation on the 9800?

9800 version info: Cisco IOS Software [Amsterdam], C9800 Software (C9800_IOSXE-K9), Version 17.1.1s, RELEASE SOFTWARE (fc4)
