You could try using the Stack maker. Stack Maker is not intended to manage clusters, but only to display sets of stackable devices. Every device in the stack must have an IP address to be displayed. This is the difference between a cluster and a stack. Actually, the only cluster management tool Cisco has is the cluster manager in Cisco Switch Visual Manager.
