After restarting Tomcat (because we have a web server issue ...) all the routers cannot be seen either on common services, RME or Device Center ...any idea ...???

Since you said you're integrated with ACS, there is most likely an integration issue. Check the Common Services > Device and Credentials > Reports > Devices not in ACS report, and see if they're being listed there.
