Go to Administration > Settings > System Settings and click on Mail Server Configuration. In that window, you should see a link for " Configure email notification for individual alarm categories."
Click that and choose the device types you want to receive the alarms for. You cannot specify only offline device alarms but if you choose "critical" that will include those alarms (and just about no others in a normal system).
