Group administration in LMS2.5

When creating groups within RME it would appear that any group created by a user with admin rights cannot be edited by any other user. Surely as long as the permissions are correct any user should be able to amend existing configurations??

With RME only the users with Administrative rights will be able to make changes to profiles set by other users. Normal users who do not possess Admin rights will be able to change parameters which are under their profile provided they have permission to edit and perform changes.Please check if you have the required permissions to access the RME groups.

Absolutely so why is it that 2 users with admin rights cannot amend each others groups?
