This could be DFM pinging each of the interfaces for reachability. However, this is not new to 2.6, and unfortunately cannot be easily disabled (see CSCee39389 and CSCsb48643). However, there is a workaround, and a script can be given if you contact the TAC.
This may also be Device Discovery picking up these interfaces, and using the IPs for management purposes. When you say you fixed all the addresses, does that mean you checked to make sure those addresses are no longer present in DCR? If DCR has those IP addresses, then that's what applications will use to manage the devices.
