Need to monitor a pseudowire instance in the event it is passing no traffic but remains up.

We have a number of pseudowire tunnels established on our routers to pass serial data from some older manufacturing equipment that uses RS232.  We are routing this traffic using xconnect and L2tp over pseudowire.  This works fantastic except we are unable to monitor if a terminal goes down.  The only way we get a notification today is if an actual interface goes down (pretty simple).  If a device hangs though (which happens) we get no notifications given the serial interface is still up.  The only way we can determine if the device is hung is by comparing the l2tp session packet count numbers in subsequent commands to see the packets increment.  

Any suggestions on how to monitor this?
