I think your mean RME 3.5 as Netconfig is component of Resource Manager Essentials and not Campus Manager. In any event, Netconfig 3.x requires an interactive session, so valid telnet or SSH credentials are required for Netconfig to work.

The error indicates that you do not have the correct password entered in RME for this device. Set your attributes for this device under RME > Administration > Inventory > Change Device Attributes. Once the attributes are correct (i.e. telnet passwords and enable passwords) the Netconfig job should complete.
If you still get the same problem, you should collect a sniffer trace of the job, then open a TAC Service Request, include that sniffer trace and a show ver/show run from the device in question.
