What information do you have? What kind of lease line? DSL? MPLS? FR? X25? Two-cans-and-a-string?

Before you do any troubleshooting, you should know what are you looking for. So what's the problem and how do you explain the problem? The statement "can't access the remote network" is very vague. Anything can happen which also includes the person on the remote end not knowing what they are talking about. A potential power problem at the site can be (incorrectly) determined by novice users as a "network problem".
