What are the server hardware specs?
Also, are you using SSL to connect?
Any other sites slow from this browser? Is this happening on one or all clients?

Which version of CiscoWorks LMS is this specifically and on which OS? Are you using IE or Mozilla?
Also, if you clear the browser cache and Java cache does it improve at all?

See the workaround in CSCdz24611. By enabling keep alive in httpd, you may dramatically increase performance. In addition to this, you can try setting HostnameLookups to Off in this same httpd.conf (if not already done).

As per CSCdz24611, This is regarding problem 'slow login through remote loacation & working fine at local machine.'
My problem it s take lot off time at locally login itself
Thanks

The problem can still be due to disabled keep alives regardless of what machine is the client. Running the client on the server does bring the additional cost of spinning the CPU for both Java applets as well as servlets/applications. You should also be mindful of the CPU and memory usage.
