am using Cisco IE4010 dual power switches, version of FW 152-7.E3
I have noticed that on some switches, the OID of the second power supply often changes.
Is there a way to make OIDs persistent?

Initially this does not make sense but I believe in everything. Can you share where are you seeing the OID changing?

The second feed of the screenshot, changes randomly on reboot. It doesn't always happen, but the final value changes .1.3.6.1.4.1.9.9.13.1.5.1.4.1086

This is probably a Bug. I´d try change the version or call cisco TAC.

I have a network of 14 dual power IE4010 switches, firmware version 152-7.E3.
Only on some switches, it happens that by restarting the switch, the OID of the second power supply changes and therefore I lose the SNMP communication (see screenshot)

if 'rebooting' can be replaced with 'reseating', the bug below could apply.

Symptom:
SNMP OID used to access the PS MIB changes whenever they are pulled out and re-seated into the slots
SNMP query from management application might fail after taking out and plugging in the power supply module due to OID change.
Conditions:
Impacts IE-4010 and IE 5000 switches with field replaceable power supply modules installed with IOS version 15.2(6)E1
Workaround:
none

Original state - Both power supplies inserted :
$ snmpwalk -c TEST "IPaddress" 1.3.6.1.2.1.47.1.1.1.1.7.1054
SNMPv2-SMI::mib-2.47.1.1.1.1.7.1054 = STRING: "Power Supply 1"
$ snmpwalk -c TEST "IPaddress" 1.3.6.1.2.1.47.1.1.1.1.7.1092
SNMPv2-SMI::mib-2.47.1.1.1.1.7.1092 = STRING: "Power Supply 2"
After re-seating power supply 2:
$ snmpwalk -c TEST "IPaddress" 1.3.6.1.2.1.47.1.1.1.1.7.1072
SNMPv2-SMI::mib-2.47.1.1.1.1.7.1072 = STRING: "Power Supply 2"
