[Please help]High CPU Utilization on Cisco 7204 VXR

I just changed my core router from 3640 to a 7204 VXR NPE-400.

Then I used the CPU Utilization Monitor. I noticed it's not much a difference between the 3640 and the 7204. Sometimes, even the 7204 VXR 's CPU Utilization can jump up to 82%. Can anybody help me to point which areas should I check?

I also enable the ip route-cache CEF

I've upgraded the IOS to 12.4 and not much effects.
