I have some questions about Prime Infrastructure.
1) How does Prime Infrastructure version 2.x and 3.1 license count? Device or IP address?
2) I have license Prime Infrasructure 2.x and license assurance. Can I use license version 2.x for Prime Infrastructure version 3.1 or I must upgrade license to 3.1?

Prime Infrastructure 2.x counts devices you are managing.
1 Device = 1 lifecycle license.
1 Netflow source = 1 Assurance license
PI 3.x introduced the idea of token-based licenses and uses the new "Smart license" type. You could still use device-based classic type until PI 3.1.5.
If you buy new 3.1 or upgrade to 3.1.5 or higher then your classic license types are converted to token-based. Tokens means some devices take 1 token, others take more tokens (like Catalyst 4k takes 2 tokens, Cat 6k takes 3).
It is VERY confusing. I have heard zero customers say they like it and even Cisco has a hard time explaining it. For what it's worth, there's a YouTube video here that explains it somewhat:
