Problem associating SNMP pethPsePortIndex with ifIndex on 3560 PoE switch

I have a 3560 switch with PoE, and when I query the ifIndex for the interfaces on the switch, I see a range of SNMP interfaces from 10001 through 10102.

When I query pethPsePortIndex on this switch, I end up with interface numbers that range from 3 through 26.

According to the IETF, the pethPsePortIndex value should refer to the ifIndex on the switch so easy correlation can be made for the PoE OIDs.  This is how all of the other switch manufacturers seem to do it.

Is there a separate lookup table for this model of switch, or is this a bug/defect for my 3560 since I'm running 12.2(55)?
