That namespace is only available to EEM TCL policies. It is not available to tclsh scripts. The EEM modules are stored in a protected region of memory on the device at tmpsys:/lib/tcl. You may also find it system:/lib/tcl on older versions of IOS. You can download those scripts, and modify them to work in your scripts. Some can even be used directly.
