VLAN ACL

The attached question was part of a practice test. In my class, we didn't cover VLAN ACLs, and the teacher briefly mentioned it when going over the question with us.

 

When I saw deny tcp any, I thought that meant deny all traffic to the web server from any IP addresses, even the ones that need access to it (10 & 30). Is it because it was bound to VLAN 20 that it will only apply to VLAN 20 and not the other VLANs that need to access the server?
