I connected it to the Internet, configured dhcp, now I'm trying to configure the distribution of the Internet to the local network that the router distributes. Tell me what I'm doing wrong, as I understand it is necessary to configure everything through vlan, it does not work through static routes. I am trying to create a vlan, he writes

This should be operating in Layer-3 mode then. Please try with "interface vlan xx" command.

The Cisco 2911 is a router, not a switch. The 2911 would not have vlans unless it had a switch module. Perhaps  the output of these commands might help show what this 2911 has 

show version
show inventory
