I'm not sure I understood your question correctly. By network management STP protocol, do you mean a spanning-tree protocol variant?
If you mean a full-mesh layer 2 network with switches connected in a full-mesh fashion, then no spanning-tree variant can be characterized as best. You will always have a lot of ports which are blocked by spanning-tree and as a result you will not be using the network to it's full potential.
In such a scenario I would recommend you have a look at Cisco FabricPath which is available on Cisco Nexus series of switches. With FabricPath you avoid using spanning-tree protocols altogether and rather view the full-mesh cabling as a common fabric where traffic is routed on layer 2.
