I canot access my web server. internet explorer shows the message: 503 service unavailable. i'm usingCisco Pix 501

Someone is more likely to help you if you clarify whether the web server you are trying to reach is on-board the PIX, or a separate host.
Also, whether you are trying to reach an internal web server from outside the PIX, or visa versa.
Re-stating the question will likely get you a response.

My Web Server is a separate host (Dell Power edge 2800) with a application software installed called deltav Webserver from emerson processw where process data can be viewed on line. The user must type the address of the firewall 200.67.221.250 which give access or not. the firewall is connected with the web server through a NIC card.

It sounds like users are on the Internet side of the PIX, and that the Web server has a private IP address that is NAT'd to the external PIX IP of 200.67.221.250.
If those are incorrect assumptions, correct as necessary.
If you provide relevant portions of your configuration pertaining to NAT, and interface ACLs, someone who works with PIX may be more likely to offer suggestions.
