Got a new install of two 7125 appliances and VM Management Center. All three are on 6.0.1.1 code. Both Appliances show as unlicensed, and I have two FP7125-TA-LIC= licenses, but no means to apply them (no PAK). I can't seem to find any information on how to license the appliances. The MC had a license PAK which is applied. Neither of the 7125 have a license tab under system.

When you purchase those licenses, they come in the for of a PAK which must be redeemed via the Cisco Licensing portal by combining them with your Management Center license key. The licenses then generated are installed in the FMC and applied to the managed devices from there.
The actual licenses look something like:

And so you see my Dilemma! They were edelivered and all that we received were the eula. I got a case opened with Cisco to get it corrected.

Ah I see.
Your supplier should have provided both the EULA and claim form. The latter includes the PAK.
A TAC case is the right way to go if the supplier is no help. (and maybe reconsider suppliers going forward)
