Can we fetch ACL rule base (current, historic, periodic) from FMC 4700 in PDF or CSV format?

No, there is no native function in FMC to do this. You would either need to use API on a schedule to GET the access rules, or use a 3rd party sofftware like AlgoSec.

You can get the current rules in PDF format by clicking the Report icon in the ACP top level view.

As @Marius Gunnerud noted, there is not any retrospective view or report offered.
