Hi
I have ASA 5520 WITH 2 DDR RAM 256, total 512MB, and i can't access by console and when power on show me
POWER: green,
STATUS: amber
ACTIVE: orange
VPN : green
FLASH: off
Anyone faced this issue before?

If the system-LED is amber, it means that the power-up-test has failed.
I would remove the RAM, clean the ASA, plug the RAM back in and try again.
If it still fails and the ASA is under support, then open a Case with Cisco for a replacement. If it's not under support, you now have the unique chance to upgrade to an ASA-X with next-gen FW-services ... ;-)

I have 4 expansions for RAM, and i have 2 RAM should to be in specific order in expansions?
One more thing I can't also access ASA by Console

Then you have one of the older ASAs. As far as I know, the only restriction is that only two of the slots may be used.

doesn't sound that good ... Perhaps it's time to say hello to a brand new 5515-X ...

LED Status confirms that the device has gone bad.
I see that the product is supported until sep30,2018 and if you have a valid contract than you can reach out t o Cisco TAC for replacement:
