ASA fail over inconsistency

Active Primary changing to secondary after few minutes. HA link is also up (Secondary ASA not down )

and When pinging  the  ASA latency is very high .

The ASA will change from active to standby not really from Primary to Secondary.

Basically it is just doing failover.
