Hi ,

How to push the bulk config ASA primary to secondary device. 

is this possible ?

Can you elaborate what you require? Is there a new secondary device attached to the HA pair?

Anyway, if you have existing HA pair, you can push all configuration to secondary device by doing #write standby.
