Hello,
I installed a ASA5512-IPS SIA IPS Manager Express 7.2.7.
The license that was provided by my my Cisco enables EMI, but at ASA, IPS is UP and the status of the license appears Disabled.

For the old style IPS (now end of sales for some time), you need to activate the software license for the IPS module by providing the serial number to Cisco and then accepting the Terms and Conditions from the email they will send you.
If your reseller cannot help you, you can raise a case with Cisco TAC and ask for licensing team.
