Auto-QOS is an IOS feature (both Cisco IOS and Cat IOS) that makes the process of provisioning and managing large scale QOS deployment much easier. It helps you reduce the complexity and cost of QOS deployment. Being an IOS feature, there is no reason why it should not be supported on the 2600 or the 3600 (It is certainly supported over the 2600 since I remember seeing a document on the same). As far as the question of using Auto-QOS for voice goes, yes, this feature can be used for Voice.
