Can you please, let me know  if Bluecoat packet shaper 3500 supports tacacs+ Cisco ISE ver3.2.

As per the follow documentation, Cisco ISE interoperates fully with third-party TACACS+ client devices that adhere to the governing protocols. The Bluecoat PacketShaper 3500 datasheet does not indicate support for either TACACS or RADIUS. It appears to be a product that was last sold about 10 years ago so I doubt you will see any change in that status.

As implied by @pjunior, if a third party product supports TACACS it can generally use ISE (with Device Admin licenses) as a TACACS server.
