I don't think so, but you can trun on the DLSW traps on the device which will send out the CircuitUp/Down traps whenever there's a circuits state change: http://www.cisco.com/warp/public/477/SNMP/snmp_traps.html

We are trying to generate a similar trap but can't seem to trigger the trap. Our SNA is encapsulated in TCP packet and beleive this is the reason why can't get the alert.
Do you have any suggestions how this can be done ?
