Hello,
I wanted to find out what I needed to do to change the outside interface on an active/standby Cisco ASA? I will be migrating to a
new public IP Address range. Do I need to turn off the failover and change the ip or can I change the IP on the primary and it should push the new IPs to the standby unit? Thanks.

You log in to the active unit and change the ip in the interface-config. Everything will get replicated to the secondary unit.
for example:
interface gig 0/0 ip address 192.0.2.10 255.255.255.240 standby 192.0.2.11
