Changes won't deploy after adding entry for QoS

We've had excessive Adobe downloads, so a system has been setup to download the updates from which we'll distribute them internally. Until this is done, we have a QoS rule that is restricting the bandwidth from all systems to Adobe. Now that the server is up, it's not able to download the updates because of the contention for the small bit of BW that's been allocated for all systems. 

I've created a rule that permits the one host (i've tried both an object and an IP address for the source), and both fail with the following error:

Nov 4 11:06:05 Expected space at line number 89: .
Failed to parse qos rules file -1

When I remove the first entry and leave the Adobe rate limiting rule in, deployment succeeds. Any thoughts what the problem could be?

As per the screenshot shared, the first rule added has security-zone configured. There could be stale entries under 'Security Zones' present under Object > Object Management > Interfaces that are causing the deployment failure.
