If the AGE of the arp entry increases does this mean the device is offline.

In this exampe the age of 10.59.33.25 is 194 Minutes and increasing.

Depends on the device, not the necessary device is offline.

ARP timeout is 4 hours or 240 minutes (Cisco default value) - if this is not changed, after 240minutes if the device not responding that go in to incomplete.
