I believe the DAP file (and other files used by RA VPN such as Secure Client images and profiles) must exist on the target FMC prior to running the FMT.
You can upload a Secure Firewall Posture Package to FMC via Object > Object Management > Secure Client files. Then create the DAP using Devices > Dynamic Access Policy > Create Dynamic Access Policy. You can then associate it with your migrated
