yes AND no, you do not configure these timers on the switch
you configure the switch to use port authentication (AAA using radius-server)
and then you configure your authentication server to limit authentication attempts within a time period.
(not within the radius configuration itself because radius is an intermediate protocol between the network device and the actual authentication server)
