convert from enterprise to 3PCC in UAE

Hello,

I have 8 x CP-7841 phones that I want to convert from enterprise to 3PCC.

Cisco manual explains that we need to buy this SKU L-CP-E2M-78XX-CNV= license.

i spent the day looking for online store to buy  this but I couldn't, all the resellers online are USA only.

I'm based in the UAE. I tried to contact some local partners, but none seemed interested in selling to me.

Nothing wrong with buying from a reputable vendor outside of UAE because the SKU is an electronic license (aka an "e-license").
