defence by agent to download data from Web sites

I have a published Web site in which are entered facts that should only be viewed but not downloaded.
Unfortunately happens to find myself often to deal with agent that recursively download data.
As network devices have a firewall WS-SVC-SM-1 and a IDS WS-SVC-IDSM-2, I was wondering if it was possible to make a rule that would prevent this leaving free access to all those who work regularly

You can use an ASA http inspection to block based on GETs that try to get your file names. An example is herehttp://www.cisco.com/en/US/docs/security/asa/asa82/configuration/guide/inspect_basic.html#wp1431359
You can also make an http signature for it.
