E0 outside interface isn't obtaining a ip address from a cable modem (linksys router has no problem)

Could be the same issue that I had, your IP address is bound to the mac address of the Linksys on the ISP's DHCP server. If your Linksys has a DHCP release function try using that and then hooking up the ASA, if not ask the ISP to break the lease.
