When do you see this? When you SSH from a client to the router/switch?

Hello,
When I ssh from a PC (MS-DOS) to the router/switch in order to test if port is opened.

Hello,
This message is not the banner login, because banner login is displayed before the username and password login prompts, when i do a telnet x.x.x.x 22 I'm testing if the port is opened.. is a common testing procedure to test any port
:
telnet x.x.x.x 22
telnet x.x.x.x 23
telnet x.x.x.x 443
telnet x.x.x.x 3389 and etcetera....

Ahh, I see what you're doing now. AFAIK there is no way of changing that.
