Error 1721 and no completion of installation of VPN Client

I am at a loss, I am trying to install the VPN client on a 2003 Enterprise x64 server and when I try any of the following installation clients I receive a 1721 error.

Here is the list I went through

vpnclient-win-is-4.8.02.0010-k9

vpnclient-win-msi-4.8.02.0010-k9

vpnclient-win-msi-5.0.00.0340-k9-bundle

Please help.

Cisco IPSec Client does not support 64bit which is why you get the error message.For 64bit support the upgrade path is to use the Cisco AnyConnect VPN Client instead which does support 64bit.

Unfortunately,

I am not in direct control of some VPN's, I connect to over 5 different customer sites each with a different IPSec VPN Profile. So I will be unable to use this.

Cisco has indeed provided us with a 64bit ipsec client.  Been using it on my Win7 64bit with zero problems.
