PBR can serve to direct traffic to certain destinations out one path and other destinations out the other path (ISP B). It is not dynamic load balancing. It does nothing with respect to fault tolerance.
IP SLA can help switch traffic from one default route to another in the event of loss of routing via one ISP. It too is not dynamic load balancing. It is good for fault tolerance.
If you want tru dual ISP load balancing then you need a true router with a full set of routing features. It also helps if your IP address space is provider-independent (vs. provider-assigned).
