Have a customer that wants to whitelist specific youtube videos with the specific youtube URL such as https://youtube.com/xyz...

Hello Allen,
If you want to whitelist or allow any specific videos then you can add those urls manually under Policies > Access Control > Rules > URLS > Add URL option and keep the action as allow.
Rest of the videos or entire you tube if you want to block , then make another rule and add the youtube.com or add youtube from application filter and keep the action as block with reset for it. Keep the first mentioned allow rule in the first position and next block rule in the second position.
So how it works is , it will allow the first specified urls and rest it will block it.
